Miguel Kashal Presents 2024 Subcontracting Report to President Tshisekedi

The Director General of the Regulatory Authority for Subcontracting in the Private Sector (ARSP), Miguel Kashal Katemb, met with President Félix-Antoine Tshisekedi on Thursday, April 3, 2025, to present an update on the state of subcontracting activities across the Democratic Republic of Congo.

During the audience, Katemb delivered a partial report on the 2024 financial year and outlined progress made in implementing instructions received during earlier meetings with the President—particularly the one held on September 18, 2024.

That meeting had focused on improving oversight and transparency in the use of financial resources from contracts awarded with ARSP’s support.

Katemb used the opportunity to summarize key ARSP activities over the past year, seeking new guidance from the Head of State to help position subcontracting as a key driver of national development.

In his presentation, Katemb highlighted:

  1. The number of contracts awarded in 2024 following public tenders;
  2. The total value of contracts signed between subcontractors and principal companies;
  3. Ongoing work to revise the Subcontracting Law and develop a Local Content Bill, led by the Ministry of Industry and SMEs;
  4. Current subcontracting contracts under execution;
  5. Challenges faced during 2024 and strategies for the future.

He also pledged to submit a comprehensive report covering all 2024 data to both the Government and the President. President Tshisekedi expressed satisfaction with the progress made by ARSP and its Board of Directors.
