Accusations Surface Against Gécamines Director General

The Director General of Generale des Carrières et des Mines (Gécamines), Placide Nkala Basadilua, faces allegations that go beyond “bad management” flagged by the General Inspectorate of Finance (IGF).

Accusations now include transforming an IGF control mission into a consultancy contract for a campaign budget and infringing upon the authority of the Private Sector Subcontracting Regulatory Authority (ARSP) by recommending subcontractors without due process.

In a letter dated November 7, 2023, Jules Alingete, the Inspector General at IGF, detailed a consultancy mission to Gécamines aimed at fortifying budgetary, financial, and internal control mechanisms.

However, a mere 28 days later, on October 31 of the same year, the Director General sought a consultancy contract for a campaign launch on October 1, 2023, deviating from the original mission’s scope.

This swift shift led to the first complaint against the CEO, seeking to convert IGF’s oversight team into a contracted group to work alongside Gécamines.

Another accusation stemmed from letters sent unilaterally to Gécamines’ partner companies, suggesting subcontractors bypassing the ARSP’s oversight.

The Director General recommended subcontractors without ARSP involvement, questioning the legality of this action and the criteria used for such selections.

The allegations raise serious concerns about influence peddling and legal breaches, signaling an overreach of authority by Gécamines’ Director General.

Such unilateral decisions and bypassing established protocols are considered a significant infringement of the ARSP’s legal provisions.

These allegations cast a shadow on the Director General’s actions, prompting questions regarding the authority’s mandates and the decision-making processes within Gécamines.
