ARSP Facilitates Telecom Subcontracting for Congolese Companies
The Regulatory Authority for Subcontracting in the Private Sector (ARSP), under the leadership of Director General Miguel Kashal Katemb, has made significant strides in promoting local participation in service provision contracts, aligning with President Félix Tshisekedi’s vision for Congolese economic empowerment.
In a recent development, the ARSP facilitated the entry of five Congolese subcontractors into the telecommunications sector, securing contracts with Huawei Technologies (RDC) SARL. The companies involved in these agreements are:
1.Wide Solution Technologies and Diversity SASU
2.EBEMBO LIKAYI MULTI-SERVICES SARL
3.HAYATCOM RDC SARLU
4.AFRO-EGYPT ENGINEERING SARL
5.HOPE WORK SOLUTION SARLU
Huawei Technologies, established in China in 1987, is a global leader in new information and communication technologies, collaborating with 45 of the world’s 50 largest telecommunications operators.
The DRC subsidiary of Huawei has committed to complying with local subcontracting laws, aiming to contribute to the development of a local value chain.
At the contract signing ceremony, Huawei’s CEO, Zhang Bowen, expressed his company’s dedication to fostering local partnerships in line with Congolese legislation.
He emphasized Huawei’s commitment to supporting the development of the DRC’s telecommunications infrastructure and local entrepreneurship.
Director General Miguel Kashal underscored the importance of these contracts in advancing the ARSP’s mission to create a robust middle class through entrepreneurship.
He also highlighted the ARSP’s role in ensuring compliance with Congolese subcontracting laws and promoting transparency in the tendering process.
The introduction of mandatory publication of tenders is a significant step towards ensuring fair access to market opportunities for all Congolese, including those in the diaspora.
The event was met with enthusiasm by the participating entrepreneurs, who expressed their gratitude for the ARSP’s efforts in creating new opportunities for Congolese companies.
Entrepreneur Pepel Lubo praised Huawei for respecting subcontracting laws and hoped that other major companies would follow suit. Hamed El Morsi and Tharcisse Kongolo echoed this sentiment, emphasizing their support for the vision of President Tshisekedi and the ARSP’s initiatives.
The ARSP’s efforts have led to an increasing presence of Congolese-owned companies in the value chains of multinational corporations operating across the country.
This ceremony follows similar initiatives by the ARSP, including those in the Lualaba province with companies like Kamoa and Metalkol, furthering the development of the Congolese middle class and the nation’s economic progress.
