ARSP reveals that Sicomines does not respect the law on subcontracting
The regulatory authority for subcontracting in the private sector (ARSP), has, after two days of work between its delegation led by its general director, Miguel Kashal and the managers of the Sicomines company, concluded that the law on subcontracting is not respected by this company. “no subcontracting contract was granted to Congolese contractors during all the 9 years of operation of this company,” reports the ARSP.
“At the level of SICOMINES, we noted serious irregularities, in the subcontracting sector, there is no Congolese company. We consider that this is sabotage and this state of affairs must change, because we are supporting the Head of State”, explained Léon Bogozo, member of the ARSP board of directors.
A subcontractor, for his part, noted that SICOMINES prevents the development of the middle class.
“SICOMINES is a company that has locked its doors preventing the development of the Congolese middle class, it hurts, it is deplorable to experience these kinds of situations.
The Head of State gave the opportunity to the youth to be millionaires and materialized by DG Miguel, we are happy today, we deplore the behavior of the Chinese, they say they have support, but today DG Miguel felt that these things should end.” declared a representative of the delegation of subcontractors.
ARSP inspectors are in the process of verifying compliance with the requirements of the law on subcontracting as well as these enforcement measures which stipulate that in subcontracting companies, Congolese must hold 51% of the share and 49% for their foreign partners.
