ASADHO calls on DRC govt to carry out the necessary staffing for implementation of EITI activities

The African Association for the Defence of Human Rights, ASADHO in its acronym, called on the DRC government to “finance the implementation of the EITI-DRC” to demonstrate its commitment to transparency and the fight against corruption in the mining and oil sectors. 

“As of 18 July 2020, the President of the Republic, Mr Félix TSHISEKEDI, had appointed Mr Jean Jacques KAYEMBE as the National Coordinator of the Technical Secretariat of the EITI-DRC (…) If the President of the Republic has acquired his duty to appoint the National Coordinator, the Government is called upon to also fulfil his own by providing the necessary staffing for the operation and implementation of the ACTIVITIes of the EITI to the Executive Committee,” the ASADHO statement said.

The NGO also denounces the fact that by depriving the EITI of the resources, the government is forcing this institution not to work.

“What can a National Coordinator appointed to head a Technical Secretariat who has been deprived by the Government of all means for its operation and for the implementation of transparency and anti-corruption activities? Nothing!” laments the EITI.

ASADHO recommends, among other things, that the government “put on the agenda of the next Council of Ministers the issue of the regular funding of all institutions involved in the fight against corruption, including the EITI-DRC” and the Prime Minister to “take urgent measures to ensure that the EITI-DRC obtains its endowment and that all arrears of the salaries of EITI staff are paid”.

Since December 2019, the EITI-DRC Executive Committee has not received any staffing from the Government. All EITI activities are at a standstill and the technical secretariat staff responsible for day-to-day implementation have already gone more than 6 months without pay.
