CAMI and DGRAD Launch Surface Rights Collection Campaign for 2024

The Mining Cadastre (CAMI) and the General Directorate of Administrative, Judicial, State and Participation Revenue (DGRAD) have initiated the annual campaign to collect surface rights for the 2024 financial year.

These rights serve as CAMI’s primary source of income, particularly following the implementation of the 2018 code, which granted financial autonomy to the public establishment.

A portion of these funds is allocated to the DGRAD, highlighting the significance of surface rights collection in upholding the requirements of the mining code.

According to a joint statement from CAMI and DGRAD, failure to settle surface rights obligations by the March 31 deadline may result in the forfeiture of various mining permits and authorizations, including research permits, operating permits, waste exploitation permits, small mining permits, and quarry rights.

In the final quarter of 2023, CAMI identified approximately 90 companies at risk of losing their mining titles due to non-payment of surface rights.

It’s worth noting that access to mining and quarrying rights is restricted to legal entities operating under Congolese or foreign law.

The launch of the surface rights collection campaign underscores the importance of compliance with regulatory requirements in the mining sector.

As CAMI and DGRAD work to ensure the integrity of mining operations in the Democratic Republic of Congo, adherence to financial obligations remains paramount for maintaining the validity of mining rights and contributing to sustainable industry practices.
