DRC Prime Minister Submits 2025 Budget Plan with Focus on Investments
On Monday, September 16, Prime Minister Judith Suminwa presented three key draft laws to the National Assembly: the 2025 finance bill, the 2024 budget performance report, and an amended 2024 budget law.
The proposed 2025 budget amounts to 49,847 billion Congolese francs (approximately $18 billion USD), reflecting a 21% increase over the 2024 budget of 40,986 billion Congolese francs.
The Prime Minister explained that the budget takes into account global economic disruptions, such as the ongoing conflicts in Ukraine and the Middle East, as well as internal challenges like the war in eastern DRC.
Suminwa highlighted the government’s commitment to reforms aimed at stabilizing the exchange rate and improving purchasing power.
Investments are set to rise by nearly 14%, and resources for agriculture will increase by 13%. Additionally, the government will continue its efforts in free basic education, with a focus on improving the quality of teaching and increasing salaries for teachers and civil servants.
The government also plans to advance local development across 145 territories of the DRC, prioritizing rural infrastructure projects, including roads and waterways.
Major initiatives like the deep-water port of Banana and the Grand Inga hydropower project are also in progress, along with rural electrification efforts.
Suminwa reiterated the government’s goal to diversify the national economy and improve the business climate to attract more private investment.
She also emphasized ongoing efforts to combat corruption, ensure efficient management of public spending, and reform the justice system for fairer outcomes.
Defense and security remain a top priority, with the government committed to restoring peace, particularly in the eastern regions affected by ongoing conflicts.
