DRC’s CAMI Implements Accountability System Under New Leadership

In a landmark move for the Mining Cadastre (CAMI) in the Democratic Republic of Congo, the newly appointed steering committee has initiated an accountability system since assuming office on August 9, 2023.

On Monday, February 26, 2024, CAMI’s Director General, Popol Mabolia, presented the significant accomplishments and future outlook of the new team to stakeholders in the mining sector during a press café held at CAMI’s headquarters in Gombe.

Mabolia highlighted several achievements, including the resolution of technical issues with 3,050 mining titles, with approximately one-third facing legal challenges.

CAMI addressed these issues by freezing concessions, leading to the recovery of around 10,000 km2 of mining territory. Furthermore, CAMI proposed revocation or delisting for titles not compliant with regulations, demonstrating a commitment to enforcing legal standards.

Financial reforms were also emphasized, with CAMI now requiring full payment of fees before issuing certificates and successfully lobbying for increased filing fees to better reflect the value of mineral resources.

Surface rights fees were tripled with the assistance of the Central Bank, aligning them more closely with the resources’ true worth.

CAMI’s collaboration with other governmental bodies, including the Ministry of Mines and the National Geological Service of Congo, has strengthened coordination and streamlined processes.

Plans are underway to collaborate further with the National Geological Service to review geological maps and delineate areas for research and artisanal mining zones.

Despite the progress made, Mabolia stressed the ongoing challenges and the need for continuous improvement. Establishing a Board of Directors, managing withdrawn mining squares, and defining artisanal mining zones are among the tasks still in progress.

However, Mabolia remains optimistic about CAMI’s trajectory, emphasizing its commitment to transparency and cooperation with stakeholders and governmental agencies.
