DRC’s Deputy Éric Ngalula addressed an oral question to the CEO of CEEC on the sale of SACIM diamonds
The elected representative of Kasai-Oriental said he was concerned about the extreme poverty that reigns in his province which, however, abounds in its basement of potentialities and wealth whose benefits, especially rough diamonds, are in the process of their sale. managed by the company SACIM SARL as well as the Chinese company AFEEC, which enjoy an equal participation of the Congolese State but which are struggling to honor their commitments to the Congolese State in execution of the agreement concluded on March 18, 2013 .
Regarding the signed agreement, he specifies that the commitments entered into relate to the construction of the State building to be transferred to the CEEC, the asphalting of the roads, the electrification of households, the supply of drinking water. and the development of the agricultural industry in return for the contribution of the Congolese State in their production of raw materials.
However, Eric Ngalula says he learned from the press that the CEO of CEEC supervised and / or accompanied the public sale of hundreds of thousands of carats of rough diamonds by SACIM sarl in Antwerp, Belgium.
As a result, he addresses 4 questions to the CEO of CEEC:
– What is the nature of the relationship between SACIM sarl / CEEC and the Antwerp stock exchange?
– If the relationship is contractual, do you agree to provide the National Assembly with a copy of the agreement signed for this purpose?
– Can you provide the national representation with a copy of the agreement between the Antwerp stock exchange and the DRC or at the very least any agreement whatsoever with a Congolese entity and the Antwerp stock exchange for the sale of Congolese diamonds?
– What are the results obtained from the public sale of November 2019 and February, July and September 2020 of SACIM SARL merchant mining products?
“We were called to note that between 2015 and 2017, the price of diamonds sold by SACIM in Mbuji-mayi was honorably around 16 USD / carat, when in 2018, the decision was taken to export production. in Dubai, prices fell to USD 15 / carat. The aforementioned agreement seems to be the cause of a dizzying drop in selling prices to USD 7 / carat “, explains Éric Ngalula.
The elected Kasai-Oriental wants this republican exercise of parliamentary control to allow the national representation to ensure judicious management of natural resources to benefit the Congolese.
