FEC calls for the abolition of 14 levies and the reduction of the rate of import-export levies, as decided by the DRC Council of Ministers

The Federation of Congo Enterprises (FEC) considers it necessary to speed up the process of implementing the central government’s decision on the abolition of 14 levies and the lowering of the rates of 20 import-export levies.

The announcement was made following a working meeting of the FEC’s Business Climate Commission, held on Monday August 29, 2022.

According to internal sources, the discussions revolved around the state of ” implementation of the Government’s measure relating to the abolition of 14 levies and the lowering of the rates of 20 others within the framework of the rationalization of collections at the ‘import and export’.

In its very recent newsletter, the FEC informs that this working session is part of the evaluation of the level of implementation of the measures taken by the Government to rationalize import-export collections.

On this occasion, adds the source, it was also a question of ” collecting the observations of operators from various sectors of activity concerned in order to carry out advocacy ” for the effective implementation of this decision deemed beneficial.

From the analysis of the 14 collections removed and the information collected from the companies present, it should be noted that to date, the rate of execution of this decision is 0%.

“Certainly, almost two months after the announcement of this government decision, the FEC notes with regret that no action has been taken by the sectoral ministries to materialize the measure of suppression of the said perceptions” , informs the employers.

Also, the members of the Commission noted the fact that these collections are still made by the public services, despite the decision of the Government, taken during the Council of Ministers held on July 8, 2022. This creates an uncomfortable legal situation in business relations, particularly with external partners and communication uncertainty for the employers’ organizations that the FEC represents, in the dissemination of commercial information from our country.

Given these operational difficulties, the members made some recommendations. Among other things, seize the Prime Minister to request the implementation of the abolition of 14 import and export levies as well as his instruction to each sectoral minister concerned so that the latter take measures (note or decree) in the sense to no longer collect these suppressed perceptions.

The FEC considers that it is necessary to denounce to the Prime Minister, the illegal collections not included on the liquidation bulletin but claimed from the exporters by certain State services.
