The DRC Government adopts the Draft Interministerial Decree on the management of 0.3% of turnover in favor of community projects

The Government of the Democratic Republic of the Congo adopted, on Friday, December 10, 2021, the Interministerial Order Project on the management of 0.3% of turnover for contribution to community development projects in the mining sector.

This project was brought by the Minister of Mines, Antoinette N’samba, to members of the Government.

According to the Minister of Communication and Media, Patrick Muyaya, who took stock of this government meeting, this text approves the Procedures Manual in accordance with the relevant provisions of the Mining Regulations, determines the institutions responsible for its execution and sets the time of its entry into force.

The funds made available by the mining companies and housed in the safe-haven accounts were only waiting for the establishment of the legal framework and the operationalization of the specialized body to manage them for the benefit of local communities.

The signing of this interministerial decree will thus promote the provision of funds to beneficiaries and materialize the Congolese Government’s commitment to improve governance in the management of natural resources guaranteeing sustainable development of the country, beneficial to all generations.

Complementing the Minister of Mines, the Minister of Social Affairs, Humanitarian Actions and National Solidarity, indicated that the Procedures Manual is a measure of application of mining legislation.

Strict compliance by those involved in the management of staffing conditions the effectiveness of the management system, which should result in regular checks to standardize the rules and mitigate the various risks that would result from an irregularity, embezzlement, ‘an execution error and above all negligence.
