Zambia’s Ministry of Mines Enforces Local Content Compliance for Mining Companies

Zambia Mining Companies Must Submit Annual Procurement Plans and Quarterly Reports Under Local Content Regulations

The Ministry of Mines and Minerals Development has directed all mining and mining-related companies in Zambia to submit their Annual Procurement Plans and Quarterly Reports in accordance with the Local Content Statutory Instrument No. 68 of 2025.

The directive comes into effect following the implementation of the statutory instrument on 1 January 2026, which aims to strengthen compliance and promote local participation in the country’s mining sector.

Fred Banda, Ministry Director for Large-Scale Mining and Mineral Investment Promotion, stated that the regulation mandates all stakeholders to submit the required compliance documentation to the Ministry.

According to Mr. Banda, submissions for the first quarter must be filed by 15 April 2026 via the Local Content Access System (LOCAS), which will become operational on 20 March 2026.

The required documentation includes Annual Procurement Plans and Quarterly Reports, covering tender declarations, tender disclosures, and any applicable exceptions.

Mr. Banda cautioned that failure to meet submission deadlines will result in penalties as stipulated in the statutory instrument.

He emphasised that compliance is essential for enhancing transparency, accountability, and the development of local content within Zambia’s mining industry.

The Ministry reaffirmed its commitment to ensuring that the mining sector contributes meaningfully to national development through increased local participation and adherence to responsible business practices.
