Miguel Kashal Reports Surge in Subcontractors: From 3,500 to 14,000 in 10 Months in the DRC
The Minister of Communication and Media, Patrick Muyaya, and the Director General of the Regulatory Authority for Subcontracting in the Private Sector (ARSP), Miguel Kashal Katemb, jointly led a press briefing on November 13, 2023, highlighting ARSP’s accomplishments and future prospects.
Commenting on the significance of the sector, the Government spokesperson emphasized its potential to create millionaires in the DRC, particularly focusing on President Félix Tshisekedi’s commitment to private enterprises.
Miguel Kashal acknowledged the president’s dedication to private sector development and highlighted ARSP’s initiatives, including the widespread promotion of subcontracting laws to inform and train the population on entrepreneurship.
Reforms were implemented, addressing issues such as the modification of registration certificate durations and the suspension of previously issued certificates to rectify exploitation concerns. Training and equipping Judicial Police Officers (OPJ) for effective control were also part of the reform agenda.
The ongoing control operations, initiated in Kinshasa and extending to Greater Katanga, aim to ensure compliance with production costs and eliminate previous challenges related to expertise and market access.
ARSP’s efforts yielded positive results, with a significant increase in registered businesses—2,500 in ten months—and a notable rise in subcontractor numbers, reaching around 14,000 from the previous count of 3,500. The ARSP envisions a goal of one million subcontracting companies.
One noteworthy accomplishment is the eradication of the “nominee” phenomenon, demonstrating ARSP’s commitment to supporting subcontractors by providing information conducive to securing contracts.
