The Government of the Democratic Republic of Congo (DRC) has decided to abolish 14 fiscal levies (taxes) and to lower the rate for 20 other import and export taxes.

In their efforts, the Congolese authorities intend to make the Congolese economy more competitive and attractive in the sub-region in order to attract more investment.
This will of the Congolese Government was expressed on Monday, July 18, 2022, by the Minister of Foreign Trade, Jean-Lucien Bussa, during a briefing organized by the Ministry of Communication and Media.
“The Government has taken measures to be able to seriously reduce the number of arbitrary samples. This is the first time that the Government has decided to be able to abolish 14 taxes. It is also the first time in this country that a government has decided to commit to reducing 20 taxes. It is to make our economy competitive. That is to say, to give the possibility to our economy to attract more and more investment from Congolese and foreign investors in order to change paradigms. It should be noted that the decision of the Government of Prime Minister Jean-Michel Sama Lukonde was taken after fruitful exchanges with the actors of the business world.
Previously, the Government of the DRC had also decided to abolish the collection of VAT on a dozen consumer products to try to contain the rise in prices. This measure should be observed for a period of six months.
Here are the 14 taxes removed and the 20 others whose rates have been revised downwards:

– Costs of disinfection, decontamination, rat extermination and disinsectization of containers.
• Fisheries and Livestock (SQAH)/DGRAD
– The tax on the issuance of the certificate of inspection of animals, biological and veterinary products
• Environment and Sustainable Development/DGRAD
– The tax on the issuance of the certificate of phytosanitary inspection of foodstuffs at border posts;
– Administrative costs for issuing certificates
• Transportation/Provincial Board
– The tax on boarding river and lake freight
• OGEFREM
– VAT on the commission
• ONAPAC
– Coffee export cover charges via the ports of Mombasa and Dar-Es-Salaam.
• Province of Katanga
– The collection of 2% of the CIF value when importing products.
• VAN
– The airport infrastructure development fee
• CGW
– The fee for the display and control of petroleum products.
• Province of Lualaba
– Tax on cobalt concentrate
• DCS
– The land logistics export fee.
