Tshisekedi re-echoes the urgency of setting up a joint Sino-Congolese commission for the execution of contracts on a win-win basis

The question of the execution of the Sino-Congolese contract was once again raised during the meeting of the Council of Ministers on Friday, October 15. The Head of State, Félix Tshisekedi, reminded the Deputy Prime Minister and Minister of Foreign Affairs, Christophe Lutundula, the urgency, according to him, to set up a joint Sino-Congolese commission which will look at the whole subjects of common interest.

For Mr. Tshisekedi, this will allow “the execution of contracts to be done in a mutual win-win basis”.  

In addition, in view of the report made by the ministers in charge of infrastructure and public works and mines on the state of play of the execution of the Sino-Congolese contract, the President of the Republic informed the Council that the ministries concerned are examining , in close collaboration with his Cabinet, the proposals formulated for the continuation of this program. Which proposals, according to the minutes of the meeting of the Council of Ministers, relate in particular to:

– The relaunch of major national reconstruction works by prioritizing structuring infrastructures. This, in order to promote the emergence of socio-economic activities leading to development but also to possibly support the development program of 145 territories of the country. Because the contract only reached an execution rate of 30%.

– The technical and financial audit of the Sino-Congolaise des Mines (SICOMINES) to be initiated and the establishment of a mechanism ensuring transparency in the management and operation of this company;

– The need to put an end to the imbalance between the parties, in particular by revising certain clauses of the contract or collaboration agreement between the DRC and the Chinese Business Group and of the SICOMINES Joint-Venture contract or agreement.
