DRC President Promulgates $18 Billion Finance Law for 2025
On December 22, 2024, President Félix Tshisekedi of the Democratic Republic of Congo (DRC) officially promulgated the Finance Law for the 2025 fiscal year.
The budget, unanimously adopted by both chambers of the Congolese Parliament, totals 51,553.54 billion Congolese francs (CDF), equivalent to approximately $18 billion at the budgetary exchange rate.
The 2025 budget marks a 25.8% increase from the previous year, underscoring the government’s commitment to enhancing internal resource mobilization and optimizing financial authority performance.
This significant growth reflects confidence in the national economy and bolsters the government’s credibility on the international stage.
The budget approval process involved rigorous discussions in both the National Assembly and the Senate. Initially, the National Assembly proposed a budget of 51,133 billion CDF, representing a 24.1% growth over 2024.
However, after further adjustments by the Senate, the final figure was revised to 51,553.5 billion CDF, incorporating an additional 420 billion CDF in projected revenue.
The process showcased the ability of Congolese lawmakers to reach consensus despite differing initial positions, a positive signal for governance in a country often characterized by political tensions.
The final vote demonstrated near-total unity, with all deputies in the National Assembly voting in favor of the budget and 78 of 79 senators supporting the measure. Such broad political backing is critical for the effective implementation of the budget’s initiatives.
The 2025 budget focuses on key government priorities, including the Local Development Program of the 145 Territories and the continuation of free basic education and maternity care.
These initiatives aim to uplift the living standards of Congolese citizens, especially in rural areas lacking infrastructure and essential services.
Additionally, significant investment in road and river infrastructure is a cornerstone of the budget. By improving national and interprovincial roads, the government seeks to facilitate trade, boost local economies, and create employment opportunities.
