Minister Kabuswe Applauds Mingomba Mine for Transforming Kawama, Highlights Local Content Breakthrough
Minister of Mines and Minerals Development, Hon. Paul Kabuswe, has commended Mingomba Mining Limited for its commitment to responsible and inclusive development, citing the company’s investments in community infrastructure and supplier engagement as strong examples of modern, sustainable mining practice.
Speaking during the Mingomba Service and Suppliers Fair in Chililabombwe, Hon. Kabuswe noted that the company’s initiatives in Kawama Township including the construction of a modern secondary school and improvements to local road access reflect a long-term vision for shared prosperity.
“What Mingomba has done in Kawama demonstrates how mining investment can directly improve people’s lives,” he said. “When industry invests in education and infrastructure, it strengthens the foundation for future growth.”
The Minister added that such projects complement the government’s broader effort to ensure that mining investments deliver tangible community and economic outcomes, creating a more stable and attractive operating environment for investors.
Local Content Framework: Building a Competitive, Inclusive Supply Chain
Hon. Kabuswe also highlighted Zambia’s new Local Content Statutory Instrument (SI) a key policy reform aimed at expanding local participation in the mining value chain.
“The Local Content framework is about partnership,” he explained. “It encourages collaboration between international investors and capable Zambian suppliers, ensuring that growth is inclusive and sustainable.”
Under the new framework, mining companies are expected to allocate at least 20% of their total procurement spend to Zambian suppliers, with a gradual increase to 40% as capacity develops across the sector.
“This is a structured and transparent approach that benefits both sides,” the Minister said. “It provides predictability for investors and creates a pathway for local businesses to grow and meet international standards.”
He emphasized that the success of the policy depends on quality, competitiveness, and professionalism among local suppliers.
“Mining companies expect reliable, high-quality service and fair pricing,” Hon. Kabuswe noted. “Zambian suppliers have the talent and drive to meet those expectations and become strong partners in the sector’s growth.”

Hon. Kabuswe concluded by reaffirming the government’s commitment to maintaining a stable and transparent investment climate, one that encourages innovation, supports local enterprise, and promotes lasting community benefits.
