ARSP and DRC Mines Minister Sign Mining Company Control Deal

On Friday, February 3, 2023, the ARSP (Authority for Regulation of Private Sector Subcontracting) signed an agreement with the National Minister of Mines, Mrs. Antoinette N’SAMBA KALAMBAYI, to initiate systematic control within mining companies in the DRC.

The ARSP Director General, the Honorable Miguel Kassal Katemb, stated that the purpose of the agreement includes combating the front company system (that is, the lack of Congolese involvement in company administration) and opposing those main companies that continue to disregard the law by continuing to work with their usual subcontractors, who are otherwise foreign and ineligible.

This situation, which is greatly damaging to the laws and regulations in place in the DRC, seriously undermines the emergence of a middle class and deserves to be strongly denounced.

The primary objective pursued by the ARSP is not to punish the violators or collect fines, but rather to facilitate access for companies with a majority of Congolese capital to the private sector subcontracting market, in order to put into action the vision of the Head of State, Felix Tshisekedi.
