ARSP Director General Settles 30% of Debt Arrears to Public Partners

Miguel Kashal, the Director General of the Regulatory Authority for Subcontracting in the Private Sector (ARSP), has made a significant payment of 30% toward clearing the debt arrears owed since 2020 to three key public entities: FOGEC, ANADEC, and APOCEM.

This initiative demonstrates ARSP’s commitment to advancing the emergence of a true Congolese middle class, in alignment with the vision of President Félix Tshisekedi and in collaboration with the supervising ministry. The remaining debt, which predates Kashal’s appointment, is expected to be settled soon.

Observers see this move as a reflection of the “Best Manager” accolade recently awarded to Kashal by Forbes magazine in New York.

The ceremony to hand over the payment orders was attended by Louis Watum Kabamba, the Minister of Industry and Development of Small and Medium Enterprises.

Minister Kabamba encouraged the leadership of the benefiting public institutions to work diligently to achieve the expected outcomes.

“This debt settlement predates my appointment,” said Kashal. “It aligns with our primary objective of empowering entrepreneurial establishments to execute their policies and achieve the Head of State’s vision.

We have signed a memorandum of understanding for an escrow account, and today we settled 30% of the arrears owed from 2020 to 2024. We are committed to resolving the entire debt.”

He emphasized the collective focus on supporting the President’s vision, noting the critical coordination by the Minister that led to this positive outcome. “We are sister institutions, working to materialize the vision of the President of the Republic,” Kashal added.

Kashal also highlighted the collaboration between ARSP, ANADEC, and APOCEM, describing them as an entrepreneurial body under the supervision of the ministry.

“We are determined to make the entrepreneurial system efficient and achieve the Head of State’s vision for our country,” he concluded.

This move underscores Kashal’s commitment to addressing longstanding structural issues, including debts that have burdened the establishment for more than two years before his appointment.
