DRC, Angola, Zambia, and European Union Partner to Boost Trade, Infrastructure, and Mining Value Chains Through Lobito Corridor

On the sidelines of the Global Gateway Forum, the Democratic Republic of the Congo (DRC), Angola, and Zambia signed a landmark cooperation agreement with the European Union (EU) to accelerate the integrated development of the Lobito Corridor—a key initiative aimed at enhancing trade, transport infrastructure, and industrial competitiveness across Central Africa.

The partnership was officially announced by Julien Paluku Kahongya, DRC’s Minister of Foreign Trade, following a signing ceremony attended by Josef Síkela, the European Commissioner for International Partnerships.

“On the sidelines of the forum, the DRC, Angola, Zambia, and the European Union, represented by Mr. Josef Síkela, signed a joint mobilization for the Lobito Corridor as an integrated economic development program—covering roads, railways, energy, agro-industrial development, mining transformation, digitalization, and vocational training,”
said Minister Paluku in a statement shared on his official X account.

Driving Regional Trade Through Infrastructure and Innovation

The Lobito Corridor is a strategic logistics route connecting Angola’s Atlantic coast to the rich mining regions of the DRC and Zambia. Its modernization is expected to drastically reduce export costs, improve transport efficiency, and strengthen regional trade integration.

Key priorities include:

Rehabilitation of railway lines and road networks

Expansion of energy infrastructure

Integration of digital systems to streamline logistics

Development of vocational training programs to build local expertise

By combining infrastructure investment with human capital development, the initiative seeks to position Central Africa as a competitive hub for sustainable mining and industrial growth.

Boosting Local Mineral Processing and Industrial Value

A central objective of the partnership is to promote local processing of mineral resources, enabling producer countries—especially the DRC—to capture more value from their vast natural wealth.

Through modern infrastructure, technological innovation, and enhanced local governance, the Lobito Corridor aims to transition the region from raw material exports to value-added mineral processing and manufacturing.

This transformation is expected to attract private investment, foster job creation, and stimulate economic diversification across Central Africa.

A Model for Equal and Sustainable Partnerships

Beyond its economic ambitions, the Lobito Corridor partnership symbolizes a new model of cooperation between Africa and Europe—one built on mutual respect, shared growth, and long-term sustainability.

For the DRC, the agreement represents a step toward more responsible and transparent resource management, while strengthening its position as a logistics and mining hub on the African continent.

As the project advances, it is poised to become a cornerstone of Africa’s green industrialization, paving the way for a more integrated, connected, and prosperous Central Africa.
