DRC: Fungurume Mining has driven out more than 70% of Congolese subcontractors for the benefit of Chinese workers
In his conclusion on the oral question with debate addressed to the Minister of Entrepreneurship, Small and Medium Enterprises, the deputy Paul Ilunga Nkulu noted some cases of violations in the mining sector of the law relating to the rules of subcontracting in the private sector, the subject of his question to Minister Eustache Muhanzi.
It was at the end of the minister’s hearing during the plenary of this Wednesday, October 27 at the national assembly.
Among these cases, the deputy notably indexed the company Tenke Fungurume Mining (TFM), which he accuses of having driven out more than 70% of Congolese subcontractors for the benefit of Chinese workers.
“In the case of the company Tenke Fungurume Mining, after the acquisition of the majority of shares in its share capital by the Chinese company CMOC, they have driven out more than at least 70% of Congolese subcontractors, and the latter have brought in several Chinese workers with the objective of carrying out the subcontracting work themselves, ” denounced this deputy.
This elected representative also indexed in his oral, the SOMIKA group and the CHEMAF company.
According to him, these predominantly Indian-owned companies source materials from India and Africa to the detriment of Congolese companies which have the same materials or services locally and at competitive prices. What the hon. Member considers in bad faith on the part of these foreign investors.
Recall that Jean-Marc Kabund, chairman of the plenary session on Wednesday, announced the establishment of a parliamentary committee on Monday to descend into the mining provinces of the former Katanga for in-depth investigations into this situation decried by MP Paul Ilunga Nkulu.
We should also point out that Law n ° 17/001 of February 8, 2017 punishes in particular in its article 28, with a fine of 50,000,000 to 150,000,000 FC any main contractor who subcontracts with a company in violation of article 6.
