DRC Adopts 2026 Draft Finance Law: $20.3 Billion Balanced Budget Targets Growth and Reforms
The Government of the Democratic Republic of Congo (DRC) has approved the 2026 draft finance law, projecting a balanced budget of 59,020.5 billion Congolese francs (approximately $20.3 billion USD). The adoption took place on Friday, September 12, 2025, during the 58th meeting of the Council of Ministers.
The draft bill was presented by Adolphe Muzito, Deputy Prime Minister and Minister of the Budget, who emphasized that the 2026 budget reflects the government’s goal of consolidating macroeconomic stability, strengthening fiscal sovereignty, and doubling current revenues by 2028.
Compared to the 2025 amended budget of 50,691.8 billion Congolese francs ($17.7 billion USD), the new budget represents a 16.4% increase.
Key Priorities
According to the Council’s report, the 2026 budget prioritizes:
Infrastructure investment
Security funding
Economic diversification
Essential social sectors, including education and health
Reconstruction of conflict-affected areas
The government also reaffirmed its commitment to public finance reforms, including:
The digitalization of financial authorities
The rationalization of tax exemptions
Measures to improve the business climate
Legislative Process
The draft law will be submitted to the National Assembly on Monday, September 15, 2025, coinciding with the opening of the September budget session. Under Article 83 of Law No. 11/011 of July 13, 2011, the National Assembly has 40 days to deliberate and adopt the budget in first reading. The Senate will then have 20 days for a second reading before transmitting it to the President of the Republic for promulgation.
Government officials highlighted that the timely adoption of the 2026 budget will ensure the country can pursue its strategic priorities while sustaining macroeconomic growth and social development.
