DRC Govt Moves to Curb Illegal Artisanal Mining at Key Glencore Sites
The government of the Democratic Republic of Congo (DRC) has announced a series of measures aimed at halting the persistent infiltration of artisanal miners into industrial mining concessions, particularly at the Kamoto-Oléivera-Virgule (KOV) and Mashamba sites operated by Kamoto Copper Company (KCC).
During a visit to KCC’s facilities in Kolwezi on Thursday, June 12, 2025, Prime Minister Judith Suminwa addressed the growing security concerns.
“This issue was discussed at the provincial security council chaired by the head of state. Measures are being developed, and we are considering alternative solutions for these artisanal miners,” she stated.
KCC, a joint venture 70% owned by Glencore, 25% by Gécamines, and 5% by the Congolese government, has been grappling with repeated incursions by artisanal miners into its KOV and Mashamba open-pit operations.
The company alleges that some local mineral buying houses are financially supporting these unauthorized mining activities.
The mining sector is a cornerstone of the Congolese economy, contributing significantly to the national budget.
Prime Minister Suminwa reaffirmed the government’s commitment to maximizing the sector’s impact in line with its Action Program.
She acknowledged the operational challenges faced by mining companies and emphasized the government’s duty to foster a stable and investor-friendly business environment.
“The development of the DRC depends on the strength of its private sector. Effective partnerships with industry players generate vital resources and drive improvements in infrastructure and energy,” she said.
“For instance, KCC has already rehabilitated two turbines at the Inga 3 hydroelectric dam. This is why collaboration between the government and mining stakeholders is essential.”
The government’s forthcoming plan is expected to include both security enforcement and socioeconomic alternatives for artisanal miners, aiming to balance industrial productivity with social inclusion.
