DRC: Haut-Katanga, only USD 27.3 million was paid in mining royalties between 2018 and the end of August 2020 (report)
Between the year 2018 and the first half of the year 2020, sixteen (16) mining companies operating in the province of Haut-Katanga, in the Democratic Republic of Congo (DRC) only paid a total amount of 27,315 US$0.16.38 million for mining royalty.
This is what emerges from the 2018, 2019 and 1st Quarter 2020 Softer Report of the Extractive Industries Transparency Initiative (ITIE DRC).
These sixteen mining companies are, according to this report, distributed in 7 territories of the said province. They paid to the plate services of the Democratic Republic of Congo, respectively the amount of 18,239,214.08 million USD in 2018 and 9,075,802.35 million USD in the first half of 2020.
During this period under analysis, the companies below are thus listed in the payment of the mining royalty:
1° KINSENDA COPPER COMPANY
Installed in the territory of Balamba, this company paid an amount of 1,027,454.15 million USD in 2019 and 131,534.93 USD in the first half of 2020. Which makes a total of 1,158,989.08 million USD for this company .
2° FRONTIER
This mining company paid 2,330,546.98 million USD in 2019 and 870,348.66 USD in the first half of the following year representing a total of 3,200,895.64 million USD.
3° LONG FEI paid only $76,313.00 during this period under review, it is stated in this report.
4° CHEMAF: 5,207,097.83 million USD paid.
5° STL: $687,572.06 paid;
6° GECAMINES operating in the territory of Lubumbashi paid 100,000.00 USD;
7° GECAMINES operating in the territory of Lufira paid an amount of 96,844.66 USD.
8° SEK/KIPOI: 757,638.33 USD.
9° COMILU: 1,511,489.87 million USD.
10° MABENDE: 1,997,309.09 million USD paid during this period.
11° CHEMAF: 21,867.52 USD paid.
12° MMR: 16,433.09 US dollars paid.
13° TSM only paid $5375.09 during this period.
14° RUASHI mining paid to itself the sum of 5,485,036.7 million USD.
15° Société Minière du Katanga: 807,138.57 USD.
16° CDM mining company: 6,185,015.78 million USD paid during this period.
In this report, the EITI notes the difficulties of having uninterrupted statistical series of data on debit notes, collection notes, amounts paid by mining operators and those actually collected by the Decentralized Territorial Entities (ETD).
Thus, EITI recommends the following:
• Formalize and make permanent the mechanisms for collecting and transmitting data to
the relevant bodies (EITI, Directorate of Mines, CTCPM, etc.) of the amounts of mining royalties collected at the subnational level on the basis of
declaration forms, such as what was done for this study.
• Carry out a scoping study to integrate ETD revenues into the scope of mining sector flows.
