DRC Mining Cadastre Enforces Mandatory Standardised Invoicing for All Suppliers

DRC Mining Cadastre to Strictly Enforce Standardised Invoicing Rules for Suppliers and Service Providers

The Director General of the Mining Cadastre, Popol Mabolia, has announced the strict enforcement of legal provisions governing standardised invoicing for all suppliers and service providers working with the institution. The directive took effect on Thursday, January 8, 2026.

The decision forms part of broader efforts to strengthen transparency, regulatory compliance and good governance in the management of public financial operations.

In an official statement, the Mining Cadastre confirmed that all transactions requiring payment must now fully comply with the invoicing standards prescribed under applicable law. Adherence to these requirements has become a mandatory condition for the processing of any invoice.

The institution made it clear that invoices that do not meet the prescribed legal and procedural standards will be rejected and will not be processed for payment under any circumstances.

Suppliers and service providers have been urged to carefully review the updated invoicing requirements and ensure full compliance in order to avoid delays or outright rejection of their payment requests.

According to the Mining Cadastre, the measure is intended to streamline administrative and financial procedures while improving the traceability of transactions.

It also supports wider government initiatives aimed at reinforcing budgetary discipline and eliminating practices that fall outside established legal frameworks.

The Mining Cadastre further called on all partners to cooperate responsibly to ensure the effective implementation of the new provisions, emphasising that compliance is essential to upholding the rule of law and ensuring the efficient functioning of public administration.
