DRC Ministry of Mines Pushes Human Capital Reform to Improve Mining Sector Efficiency
The Democratic Republic of Congo’s Ministry of Mines has reaffirmed its commitment to strengthening the country’s mining administration through an ongoing personnel reform programme aimed at improving efficiency, accountability and governance across the sector.
Speaking at the closing ceremony of the Mining Administration Staff Development Commission in Kinshasa on 23 July 2026, Professor Dr. Michel Kaswa, Chief of Staff to the Minister of Mines, Louis Watum Kabamba, said a strong and well-organised public administration is essential to the sustainable development of the country’s mining industry.
“The development of the mining sector, a pillar of the national economy, depends on an efficient administration supported by skilled and competent human capital,” Kaswa said.
The commission concluded 13 days of intensive work focused on restructuring personnel within the Ministry of Mines.
Established under Ministerial Decree No. 00392/CAB.MIN/MINES/00/2026, signed on 16 June 2026, the commission was mandated to reorganise the ministry’s workforce in line with the legal framework governing the organisation, operation and management of the mining administration.
The reform seeks to ensure compliance with existing laws, the ministry’s organisational structure, job classification system and principles of administrative ethics, while improving institutional performance.
Kaswa praised members of the commission for their commitment, noting that their recommendations will help build a more effective and professional mining administration capable of supporting the continued growth of the sector.
He added that the personnel restructuring programme forms part of the government’s broader public sector reform agenda, which places human capital at the centre of national development under the leadership of President Félix Tshisekedi and the coordination of Prime Minister Judith Suminwa Tuluka.
According to Kaswa, the reform process will gradually be extended to the Ministry of Mines’ decentralised offices across the country to ensure that qualified personnel are assigned to positions that match their skills and experience.
The initiative is expected to strengthen governance, improve service delivery and enhance the Ministry of Mines’ capacity to effectively regulate one of the DRC’s most important economic sectors.
