DR Congo Mining Registry Reform Recovers Massive Land and Titles, Boosting Transparency

On Monday, August 4, 2025, the Democratic Republic of Congo’s Ministry of Mines received a landmark report from the Congolese Mining Registry (CAMI), led by its Director General, Popol Yenga Mabolia. The document confirms the successful cleanup of the national mining registry database.

Key achievements outlined in the report include:

Recovery of 594 mining titles by the Congolese State.

Regularization of 210 mining rights previously suspended due to prolonged force majeure situations.

Reclamation of 31,648 km² of mining territory—an area larger than Belgium.

This large-scale recovery aligns with the Head of State’s vision to enhance transparency, accountability, and governance in the mining sector.

Although no longer serving as Minister of Mines, Kizito Pakabomba—who initiated the cleanup—commended CAMI’s efforts during the handover period and encouraged other institutions to adopt the same proactive approach.

“I congratulate CAMI and invite other institutions in the sector to follow this virtuous dynamic. The time for complacency is over. These efforts aim to build a mining sector that is more responsible, transparent, and truly geared towards national development,” he stated.

Pakabomba also stressed the expected social benefits of the initiative, emphasizing that natural resources must translate into tangible improvements such as roads, schools, healthcare, and jobs.

Popol Yenga Mabolia explained that the operation was made possible by the temporary four-week closure of the mining cadastre counter, which allowed for a comprehensive review and update of the registry.

“Our role was to implement the instructions given. The requested report is now in the hands of the authorities. CAMI remains committed to ensuring effective and transparent governance of the mining sector,” he said.

The submission of the report coincides with the official reopening of the CAMI counter, marking the conclusion of the technical suspension tied to the cleanup operation.
