Félix Tshisekedi Emphasizes Business Climate Reform

President Félix Tshisekedi underscored the imperative of enhancing the business climate during the second Council of Ministers meeting held on June 21, 2024, at the Cité de l’Union Africaine.

He emphasized that improving the business environment is pivotal to public policy reforms aimed at addressing economic operators’ concerns.

Acknowledging previous efforts by reform ministries over the past five years, President Tshisekedi noted the challenges persisting due to the slow pace of reform implementation.

He referenced the inaugural national business climate barometer and other reports, which highlight ongoing difficulties faced by economic operators.

“The government is committed to enacting practical and consistent reforms to address these challenges and foster a more favorable and attractive business environment,” remarked President Tshisekedi, as outlined in the meeting report delivered by the government spokesperson.

President Tshisekedi directed the Prime Minister’s Office, the Ministry of Planning, and the business climate unit to swiftly identify priority actions for immediate execution. He stressed the importance of a robust monitoring and evaluation mechanism to assess the progress of ongoing reforms.

The first survey of the National Business Climate Barometer (BNCA), unveiled on June 6, 2023, reported a modest satisfaction score of 37%.

Conducted across 403 companies in 13 sectors from January to March 2023, the survey highlighted areas requiring urgent reform, including taxation, legal security, public procurement, administrative quality, and infrastructure.

The BNCA’s recommendations aim to guide the development of a strategic reform roadmap, aligning with feedback from business leaders on improving the business environment and addressing critical factors influencing economic activities in the Democratic Republic of Congo (DRC).
