FQM Welcomes Zambia’s 2025 Local Content Regulations

First Quantum Minerals Supports Zambia’s Local Content Rules to Boost Domestic Participation in Mining

First Quantum Minerals has welcomed the Minerals Development (Preference for Zambian Goods and Services) Regulations, 2025, recently issued by the Ministry of Mines and Minerals Development, describing the measure as a positive step toward strengthening local participation in Zambia’s mining sector.

The company, which has maintained a continuous investment presence in Zambia for nearly three decades, reaffirmed its support for initiatives aimed at expanding opportunities for Zambian businesses throughout the mining value chain.

First Quantum emphasized that achieving the Government’s objective of producing three million tonnes of copper annually by 2031 will require not only significant international investment, but also a highly skilled workforce and a robust network of competitive local suppliers.

Across its global operations, the company prioritizes the development of local supply chains where commercially viable. It noted that more than 80 percent of its global procurement spending is directed to nationally registered suppliers, underscoring its commitment to building sustainable regional capacity.

First Quantum Zambia Country Director Anthony Mukutuma revealed that in 2024, the company spent more than USD 1.7 billion with Zambian-registered businesses, representing 84 percent of its total expenditure on goods and services in the country. He added that this spending was equivalent to approximately six percent of Zambia’s gross domestic product.

Mr. Mukutuma also highlighted the recently commissioned Kansanshi S3 Expansion, one of Africa’s most advanced copper projects.

The project involved more than 2,500 Zambians and 535 local companies, providing significant opportunities for skills transfer and capacity building.

According to the company, the project enabled local businesses and workers to acquire valuable expertise that will continue to benefit the Zambian mining sector well beyond the completion of the expansion.

To further enhance local participation, First Quantum has launched a new online platform that allows Zambian suppliers to register their interest in becoming approved vendors.

Registered companies will be eligible for consideration in future requests for quotations and tender opportunities issued by the mining group.
