Kasai Province and CAMI Unite to Boost Mining Tax Revenues in DRC

Kasai and CAMI Sign Agreement to Regulate Mining Taxes and Strengthen Provincial Revenues

The Mining Registry (CAMI) and the Kasai provincial government took a major step on Friday, September 12, 2025, by signing a memorandum of understanding to regulate surface taxes on mining concessions. The goal is clear: to maximize tax revenues from the mining sector for the direct benefit of the province.

This agreement is part of a broader effort to reinforce the institutional capacity of provinces in managing mining activities. According to CAMI Director General Popol Mabolia Yenga, the memorandum includes technical support measures such as staff training, access to cadastral databases, and improvements in tax collection processes.

Kasai Governor Crispin Mukendi Bukasa welcomed the initiative, thanking the Head of State for supporting the province’s economic recovery. He also praised CAMI’s efforts to clean up the mining register, emphasizing that this will enable Kasai to exercise its full rights over the rich mineral resources found within its territory.

Alongside this agreement, CAMI announced last week that it had received 90 reports from the Directorate of Mines concerning failures to meet obligations related to research, development, and construction, as stipulated in Article 197 of the Mining Code.

These reports target mining rights holders who have not begun their work within the legally required timeframe.

In line with Article 561 of the Mining Regulations, the companies concerned have 45 days from September 5, 2025, to submit their defenses. After this deadline, their permits may be revoked. Such actions, according to CAMI, will help clean up the mining register and ensure that rights are redistributed to more active and compliant operators.
