Mayani Calls for Uniform Mining Tax Regime in DRC

DRC’s Fabien Mayani Calls for Single Tax Regime for All Mining Operators

Fabien Mayani, Director of the Centre Carter’s extractive industries governance programme in the Democratic Republic of Congo (DRC), has called for a single fiscal regime to apply to all mining operators in the country.

Mayani said all mining companies should be subject to the common tax framework established under the DRC’s Mining Code, arguing that a uniform system would promote greater fairness and transparency across the sector.

His comments come amid renewed debate over the use of special fiscal arrangements in the DRC’s mining industry and calls for reforms to ensure that the country derives greater value from its mineral resources.

The DRC revised its Mining Code in 2018, introducing changes aimed at increasing state revenues and strengthening the regulatory framework governing the sector.

Mayani’s position is that operators should be treated under the same fiscal rules rather than benefiting from different regimes or exemptions, which can create disparities between companies operating in the same sector.

The call comes as the DRC seeks to strengthen governance of its mining industry and maximise the economic benefits from its vast copper, cobalt and other mineral resources.
