Mining in the DRC at the center of a training workshop for heads of provincial divisions of mines and geology
The heads of the country’s provincial mining and geology divisions are in Kinshasa for a workshop from August 31 to September 2 on capacity building. This meeting, which focuses on mining in the country, has as its theme “Achieving the same level of perception and use of work tools in the mining sector”, both industrial and artisanal, in the light of the new Mining Code and its enforcement measures.
“The Provincial Divisions representing the basic structure for the actions of the Ministry in the hinterland, it pleased the authority of the Ministry of Mines to focus its attention on their capacity building in order to make them more efficient in the administration of legal and regulatory texts governing the mining sector,” said Jacques Ramazani, Secretary General for Mines.
The Minister of Mines Antoinette N’samba who opened this workshop called on the government to “accelerate the creation of a real value chain in this sector”.
The work in Kinshasa will also focus on the challenges facing the heads of mining divisions, in particular the efficient management of personnel in accordance with statutory provisions, the management of artisanal and industrial mining, the maximization of revenues from the mining sector , the effective implementation of the provisions of the Mining Code and its implementing measures, the management of environmental standards and the monitoring of their implementation, and monitoring of the procedures for the development and application of specifications, indicated Mrs N’samba.
The Mining Code gives the agents and executives of the Provincial Divisions of Mines, in particular, the powers to control and monitor mining activities in the province, to receive the deposits of approval for mining cooperatives addressed to the Minister, to issue notices of compliance prior to decisions and acts of the Provincial Minister respecting the administration of the provisions of the said code.
During 3 days the participants will have during this seminar to exchange on various sub-themes in particular on: the prerogatives of the Provincial Directorates and Divisions, the traceability procedure manual, from extraction to export, the code of good conduct and ethics, the status of career agents in the public services of the State, the procedure for ordering and collecting non-tax revenue, the problems of artisanal mining (supervision of mining cooperatives), the fight against fraud and mining smuggling, the fight against production and export statistics, and finally the keeping of mining revenue statistics.
