Tshisekedi Reinforces Commitment to Business Climate and Subcontracting Law in the DRC
DRC President Tshisekedi Backs Business Climate Reforms and Subcontracting Law Enforcement
President Félix-Antoine Tshisekedi has reaffirmed his determination to strengthen the business climate in the Democratic Republic of Congo (DRC) and ensure strict compliance with the law on subcontracting.
In the coming days, a joint commission of the Regulatory Authority for Subcontracting in the Private Sector (ARSP) and the Federation of Congolese Enterprises (FEC) will be deployed to companies to monitor the enforcement of the subcontracting law.
This initiative was presented to the Head of State on Thursday, September 4, 2025, by Miguel Kashal, Director General of ARSP, and Robert Malumba, National President of the FEC. The project aims to improve transparency in subcontracting contracts and promote local entrepreneurship.
Government and Private Sector Alignment
At the end of the audience, ARSP Director General Miguel Kashal praised the government’s support under Prime Minister Judith Suminwa:
“We discussed the subcontracting law and the draft law on local content, which was adopted by the Council of Ministers on June 6. I commend the Prime Minister for ensuring this adoption,” said Kashal.
For his part, FEC President Robert Malumba highlighted the link between subcontracting regulation and the broader business climate:
“We also discussed the business climate. And the business climate means respecting the law—particularly the law on subcontracting, the upcoming local content law, and existing contracts,” he explained.
The long-awaited local content law is expected to give Congolese businesses greater participation in key sectors of the economy. Economic operators stress that its implementation, alongside subcontracting oversight, must be carried out in a way that preserves investor confidence and strengthens the business climate.
Both ARSP and FEC leaders assured President Tshisekedi of their commitment to a balanced and transparent enforcement approach, aligning the promotion of local entrepreneurship with respect for existing agreements.
