Zambia and Mozambique Forge Key Energy Partnership with New MoUs

Zambia and Mozambique have taken a significant step toward strengthening regional energy cooperation with the signing of two Memoranda of Understanding (MoUs) aimed at enhancing power trade and improving infrastructure development between the two nations.

The agreements, formalized during the 2025 Zambia International Mining and Energy Conference (ZIMEC), include an Inter-Governmental Memorandum of Understanding (IGMoU) for the development of the Mozambique-Zambia Power Interconnector. This major initiative is set to improve power trade, telecommunications, and power generation in the region.

The Mozambique-Zambia Power Interconnector, valued at approximately USD 500 million, will establish a high-voltage transmission line connecting Chipata West in Zambia to the Matambo Substation in Mozambique.

Additionally, a lower-voltage link between Feira and Zumbo will further bolster the region’s energy infrastructure. The agreement also outlines plans for joint feasibility studies on future energy projects and collaboration in securing international financing from development partners.

Zambia’s Minister of Energy, Makozo Chikote, spoke at the signing ceremony, emphasizing the alignment of the agreements with Zambia’s strategic vision to increase electricity access and enhance energy security.

“These agreements mark a major milestone in Zambia’s efforts to position itself as a regional energy hub, attracting investment and driving industrial growth,” he said.

The collaboration between Zambia’s ZESCO Limited and Mozambique’s power utilities highlights a shared commitment to regional energy integration through the Southern African Power Pool (SAPP).

This initiative is expected to unlock new investment opportunities, enhance cross-border electricity and telecommunications trade, and contribute to regional economic stability.

Zambia continues to prioritize energy sector expansion through investments in hydro, solar, and thermal energy projects, as well as upgrades to its transmission and distribution network.

Rural electrification programs remain a key focus, with efforts aimed at extending electricity access to underserved communities to support economic development.

ZIMEC 2025, co-hosted by Zambia’s Ministry of Energy and the Ministry of Mines and Mineral Development, provided a vital platform for engaging industry experts, investors, and regional stakeholders.

Discussions centered on policy frameworks, investment opportunities, and technological advancements essential for advancing Zambia’s energy sector.

Minister Chikote commended the continued partnership with Mozambique, stressing that these agreements not only strengthen bilateral ties but also promote long-term energy stability in Southern Africa.

Stakeholders, investors, and development partners are encouraged to support the implementation of this important initiative, which promises significant benefits for both countries and the broader Southern African region.
