President Tshisekedi Announces Urgent Measures to Address Eastern DRC Security Crisis

In a late-night speech on Wednesday, January 29, 2025, President Félix-Antoine Tshisekedi outlined five urgent measures to address the escalating security situation in the eastern Democratic Republic of Congo (DRC):

  1. Military Leadership Change: Major General Evariste Somo Kakule was appointed as the new Military Governor of North Kivu, succeeding General Peter Cirimwami, who died on the front lines. General Kakule’s mission is to enhance coordination of military operations and restore state authority.
  2. Diplomatic Efforts: Significant diplomatic actions have been taken, particularly within the United Nations Security Council and the Luanda process. President Tshisekedi reaffirmed the DRC’s full commitment to these efforts, despite the challenges. “We favor the path of dialogue, but we remain resolutely committed to defending our territory and sovereignty by any means necessary,” he stated.
  3. Humanitarian Response: The government was instructed to activate a humanitarian emergency plan to assist displaced persons in the region.
  4. Cost-Cutting Measures: President Tshisekedi called for strict measures to reduce the standard of living for institutions and their leaders, with the funds saved to be redirected towards supporting the Armed Forces. “I also urge the private sector to actively contribute to this national effort,” he added.
  5. Call for Youth Mobilization: President Tshisekedi encouraged Congolese youth to enlist in the army, stressing their crucial role in the defense of the nation. “The time has come to rise up and serve our country. Every young Congolese willing to defend his nation has a place in our Armed Forces,” he urged.

President Tshisekedi also paid tribute to the bravery of the FARDC and Wazalendo soldiers. “Your courage, discipline, and unwavering commitment inspire and unite the people of this nation.

The Republic will never abandon you, and your sacrifices will never be forgotten. You represent the honor of the Congolese nation,” he declared.

In closing, he reassured all Congolese citizens, both at home and abroad, with a resolute message: “The Democratic Republic of Congo will not bend. The DRC will not back down. I will never abandon you, and I swore to that.”
