U.S. Warns Armed Groups in DRC: Sanctions Target Illicit Mineral Trade and Rwanda-Backed M23
The United States announced new sanctions on Tuesday, August 12, 2025, targeting armed groups involved in the illegal exploitation of critical minerals in eastern Democratic Republic of Congo (DRC).
Washington also warned that it is prepared to act against any group obstructing U.S. and allied access to these minerals, particularly in Rubaya, an area under the control of Rwanda’s army and M23 rebels for several months.
“The Treasury Department will not hesitate to take action against groups that deny the United States and our allies access to critical minerals vital to our national defense,” said John K. Hurley, Under Secretary of the Treasury for Financial Intelligence and Counterterrorism, in an official statement.
Hurley stressed that the trade in so-called conflict minerals continues to impose a heavy burden on Congolese civilians, fueling corruption and deterring responsible companies from investing in the country’s vast resource sector.
The U.S. statement reaffirmed Washington’s support for a peaceful resolution to the conflict in eastern DRC, which involves Rwanda and the M23 rebel group.
As part of these efforts, the DRC and Rwanda signed a peace agreement on June 27, 2025, which incorporates commitments to:
Promote bilateral trade and investment.
Improve transparency in mineral supply chains.
Open the door for responsible and legal investment in the region’s critical resources.
