Zambia and Qatar Sign $19 Billion MoU to Boost Investment and Development

Zambia Qatar $19B MoU: Driving Investment Across Energy, Mining, Agriculture, and Infrastructure

On 18 August 2025, Zambia and Qatar signed a landmark Memorandum of Understanding (MoU) covering 11 key sectors, valued at US$19 billion.

The agreement spans energy and oil, banking and finance, housing and urban development, agriculture and food security, mining and minerals, logistics and infrastructure, telecommunications, health, education, tourism, and industrial development.

The partnership is expected to drive investment, create jobs, and deliver direct benefits to Zambian citizens.

The Industrial Development Corporation (IDC) of Zambia and Qatar’s Al Mansour Holdings signed the MoU on behalf of their respective countries, with President Hakainde Hichilema and Al Mansour Group Chairman Mansour Bin Jabor Bin Jassim Al Thani witnessing the signing and joint statement.

President Hichilema welcomed the agreement, highlighting its role in formalising bilateral relations with Qatar.

He emphasized the importance of developing a detailed implementation plan to realise the objectives outlined in the MoU, particularly urging Qatar to prioritise investment in Zambia’s energy sector.

Acting Foreign Affairs Minister Rodney Sikumba noted the strong cultural and diplomatic ties between Zambia and Qatar, attributing recent progress to President Hichilema’s 2023 visit to Qatar.

Al Mansour Holdings Chairman Nidal Ammache reaffirmed Qatar’s commitment to investing in Africa, especially Zambia, citing the company’s technical expertise and dedication to supporting development across multiple sectors.

A joint steering committee will oversee the MoU’s implementation to ensure alignment with Zambia’s economic reform agenda and long-term industrial growth strategy.
