Judith Suminwa Leads Strategic Talks at World Bank–IMF Spring Meetings

DR Congo Prime Minister Judith Suminwa Holds Strategic Talks on Economy and Health Financing at World Bank and IMF Spring Meetings in Washington

Prime Minister Judith Suminwa Tuluka arrived in the United States capital, Washington, D.C., on Monday, April 13, 2026, to participate in the World Bank Group and International Monetary Fund Spring Meetings, taking place from April 13 to 18.

Beginning April 14, 2026, the Head of Government initiated a series of high-level engagements with development partners and economic experts supporting reforms and sectoral development in the Democratic Republic of the Congo.

Focus on Macroeconomic Outlook and IMF Program

Her first meeting centered on the country’s macroeconomic outlook and ongoing financial cooperation with the International Monetary Fund.

During the session, the Prime Minister held discussions with Jephté Nsumbu, Alternate Executive Director at the IMF, and Félicien Mulenda, Coordinator of the Technical Reform Committee of the Ministry of Finance.

The discussions provided an opportunity to assess progress made during the Spring Meetings and to review the country’s economic trajectory within the framework of the current IMF-supported program.

“We had the honor of meeting with the Prime Minister to review the progress of the meetings at the level of the International Monetary Fund and the World Bank, while also presenting a clear outlook on the country’s economic prospects,” said Jephté Nsumbu following the meeting.

He noted that despite global uncertainties, particularly those driven by geopolitical tensions, the country’s macroeconomic framework remains broadly stable, although some pressures persist due to increased security-related expenditures.

Preparations for the third review of the IMF-supported program scheduled to begin on April 23, 2026, and based on performance recorded at the end of December 2025 were also discussed.

“This review will allow us to assess the country’s macroeconomic management and, if necessary, lead to consideration by the IMF Executive Board, expected at the end of June 2026. Each successful review can result in the disbursement of additional budget support to the Republic,” he explained.

Strengthening the Health Sector Through Strategic Partnerships

In a separate meeting, Prime Minister Suminwa held talks with Jean Kaseya, Director General of the Africa Centres for Disease Control and Prevention.

The discussions focused on strengthening the national health system and recognized the government’s efforts to increase domestic funding for healthcare services.

“The Congolese people should be proud of the efforts made by their government, particularly the increase in the health budget driven by national initiatives,” Dr. Kaseya stated. He also highlighted positive outcomes from recent evaluations and reaffirmed the supportive role of Africa CDC in advancing health sector reforms.

The meeting further explored innovative financing mechanisms aimed at expanding resources for the health sector.

“We discussed new approaches to mobilize additional funding, including debt-swap mechanisms, and the Prime Minister welcomed these proposals positively,” he added.

Promoting Investment and Cooperation Opportunities

As part of her official program, the Prime Minister is expected to address a high-level forum bringing together international partners and policymakers.

During the event, she will highlight the progress made by the Democratic Republic of the Congo and outline new opportunities for cooperation, particularly in the health sector.

The World Bank Group and International Monetary Fund Spring Meetings remain one of the most significant global economic gatherings, bringing together policymakers, financial leaders, and development partners to address issues related to financial stability, economic growth, and sustainable development.
