ARSP Completes Digital Transformation of Subcontracting Certificate Issuance Process in the DRC

DRC’s ARSP Launches Full Digital System for Subcontracting Certificates, Cutting Processing Time to 72 Hours

The Regulatory Authority for Subcontracting in the Private Sector (ARSP) has officially launched the full digitalization of the subcontracting company registration certificate process.

Announced in press release No. 001 of June 15, 2026, this reform represents a major milestone in the modernization of public services led by ARSP Director General Juan-Ted Beleshayi Kasanda.

Previously, companies were required to wait between three and six months to obtain their registration certificates.

These delays were largely caused by manual administrative procedures, including the printing of certificates on secure paper and the physical signing requirements of senior officials, which created significant processing bottlenecks.

A streamlined and faster approval process

With the new system, the entire procedure from application submission to final issuance is now fully digital.

All steps are processed electronically, significantly improving efficiency and reducing administrative delays.

The Director General can now sign documents remotely using digital devices such as a computer or tablet, enabling faster approvals and reducing reliance on physical documentation.

As a result, ARSP aims to reduce issuance times to less than seven days in the initial phase, with a long-term target of just 72 hours.

Fully digital certificates with enhanced security

Under the reformed system, certificates are now issued exclusively in digital format. Once approved, they are sent directly to applicants, who can print them as needed for administrative use, eliminating the need to wait for physical copies.

To strengthen security and authenticity, each certificate now includes a QR code that allows primary companies and stakeholders to instantly verify its validity through the ARSP database. Valid certificates are also accessible via the institution’s official website.

Extended validity period for businesses

The reform also introduces a longer validity period for registration certificates, which has been extended from three to five years for both new issuances and renewals.

This change reduces the frequency of administrative procedures required from businesses and improves operational continuity for subcontractors.

First companies receive digital certificates

To mark the official rollout of the system, ARSP issued its first digital certificates to seven companies: MASKAN SERVICES SARL, PANAFRIVA SARLU, NKAEL SERVICES SARL, MAG CONTRACTOR SARL, ENTREPRISE GÉNÉRALE INVEST SARL, LIELE GLOBAL INVESTMENT CORPORATION SARL, and PERCEVE SARL.

Strengthening transparency and the business environment

This digital transformation is part of ARSP’s broader strategy to modernize administrative services, simplify procedures, and improve efficiency for economic operators in the Democratic Republic of Congo.

Beyond reducing processing times, the reform enhances transparency and traceability in subcontracting certification.

These improvements are expected to strengthen trust between principal companies and subcontractors while contributing to a more secure and competitive business environment in the country.
