DRC Mining Cadastre Reports Strong Revenue Growth and Advances in Mining Title Reforms

CAMI reports rising state revenues and major land recovery in DRC mining sector reform drive

The Mining Cadastre (CAMI) presented its management report to members of the Senate’s ECOFIN and Good Governance Committee during a session held on May 8 in Kinshasa.

The delegation, led by Board Chairman Crispin Mbindule Mitono and Director General Popol Mabolia Yenga, outlined recent institutional performance, governance improvements, and progress in managing mining titles and associated state revenues in the Democratic Republic of Congo.

A key highlight of the presentation was the increase in revenue transferred to the public treasury. CAMI reported that US$32.4 million was remitted in 2024, up from US$11 million in 2023.

The institution expects this upward trend to continue through 2025 and 2026.

Officials also reported significant progress in land management, including the recovery of approximately 50,000 square kilometres of mining areas over the past two years.

This was attributed to reforms aimed at streamlining the mining cadastre system and improving oversight of mining concessions.

CAMI further noted that, for the first time since 2003, all governance structures within the institution are now fully operational, which it described as a milestone in strengthening administrative efficiency.

Looking ahead, CAMI outlined its 2025–2030 strategic priorities, which include full digitalisation of services, integration of drone technology for technical monitoring, deployment of e-government systems, and the pursuit of ISO 9001 quality certification.

The institution also stated its intention to contribute to the implementation of commitments under the cooperation framework between the DRC and the United States, particularly in areas related to mining governance and transparency.

Overall, CAMI said its reforms aim to improve revenue mobilisation, enhance transparency, and strengthen the management of mining rights in a sector that remains central to the Congolese economy.
