DRC: Prime Minister Ilunkamba cancels the decision of the Minister of Mines suspending the DG of Mining Cadastre

Prime Minister Sylvestre Ilunga Ilunkamba lifted the measure of the Minister of Mines, Willy Kitobo, suspending the Director General of Mining Cadastre (CAMI), Jean-Félix Mupande Kapwa, accused of “insubordination” to the authority of his tutelage.

Indeed, the Prime Minister, Ilunkamba, in a correspondence addressed to the Minister of Mines Willy Kitobo, informed the latter of the cancellation of his decision suspending the Director General of the Mining Cadastre (CAMI), and of the instruction given. to the DGA of the said institution to ensure the interim.

“I inform you that I cancel your decision, and ask you to prepare and submit to me beforehand, all cases ceasing, a complete file as to this for examination”, wrote Ilunkamba to the Minister of Mines.

The Head of the National Executive further requested that no handover and takeover be made between the Director General and his Deputy.

For his part, the Minister of Mines has promised to carry out Prime Minister Ilunkamba’s decision. 

“I will follow the decision of my head of government, the PM whom I respect a lot I will see him as soon as I return from my mission,” he replied.

In addition to more, Willy Kitobo continues to warn that there are mechanisms in place at CAMI to manipulate data from the mining sector of the DRC.

“But for the love and the interest of the country, I, the minister in charge, I advise the DG of CAMI to stop cheating and distracting people and to give an account of his management of the 15 years at the head of this service . My status as a seasoned university professor in the field of mining allowed me, in one year, to discover all the mechanisms put in place at CAMI to manipulate data from the mining sector in the DRC “, persists Willy Kitobo in his response to the Prime Minister.  

Recall that the Minister of Mines, Willy Kitobo, had decided to suspend the Director General of Mining Cadastre (CAMI), Jean-Félix Mupande Kapwa on Thursday, January 07, 2021. In a correspondence addressed to the latter, the Minister indicated that the work of Management control carried out by its auditors revealed several dysfunctions in this service of the Ministry of Mines which are caused by the centralization of power around the DG of the mining cadastre.

The minister also criticized him for being the basis of several decisions taken “unilaterally”, without consultation of the supervisory authority and even of his own collaborators.
