Haut-Uele Governor Jean Bakomito Supports Termination of Kibali Contracts to Enforce DRC Subcontracting Law
The Governor of Haut-Uele province, Jean Bakomito, has welcomed the cancellation of subcontracting agreements between Kibali Gold Mine and the companies KMS, Boart Longyear, and TAI Services, describing the move as a significant step toward stricter enforcement of the Democratic Republic of Congo’s subcontracting regulations.
In an official statement, Governor Bakomito expressed support for the decision taken by the Autorité de Régulation de la Sous-traitance dans le secteur Privé (ARSP), noting that the termination of the contracts reinforces compliance with the legal framework governing subcontracting in the private sector.
Alignment with National Policy
The governor stated that the measure is consistent with the economic vision of President Félix Tshisekedi, implemented by the government under Prime Minister Judith Suminwa Tuluka.
The policy objective is to promote the development of a robust national middle class by ensuring greater participation of Congolese-owned enterprises in the mining value chain.
DRC subcontracting law prioritises local companies in the award of certain services contracts, particularly in strategic sectors such as mining.
Call for Greater Collaboration
Reaffirming the provincial government’s commitment to supporting local entrepreneurs, the Haut-Uele administration has called on Kibali Gold Mine to deepen its collaboration with competent authorities.
The aim, according to the statement, is to ensure that subcontracting practices are fully compliant, transparent and sustainable.
The governor underscored that rigorous application of the regulatory framework is essential to maximise the socio-economic benefits of mining activities for local communities and the national economy.
