DRC Mines Minister Louis Watum Kabamba Highlights Mining Reforms, Illegal Mining Crackdown, and Cobalt Oversight in Parliament
The Minister of Mines of the Democratic Republic of the Congo, Louis Watum Kabamba, appeared before the National Assembly on Monday, May 25, 2026, to respond to concerns raised by lawmakers during a plenary session focused on the country’s mining sector.
The session followed an oral question and debate initiated by Member of Parliament Sumeyi Kitenge Pierre.
Government outlines mining sector reforms
Addressing national deputies, Minister Kabamba presented key measures undertaken by the government to strengthen governance in the mining industry and improve the management of the country’s natural resources.
He highlighted ongoing efforts to combat illegal mining activities, improve traceability within mineral production chains, and increase the mining sector’s contribution to national economic development.
The minister also detailed reforms aimed at reducing revenue losses through the digitalization of administrative and monitoring systems within the mining sector.
Focus on artisanal mining and local participation
Among the reforms discussed was the implementation of Artisanal Exploitation Zones (AEZs), which are intended to formalize and better regulate artisanal mining activities across the country.
Kabamba further emphasized government initiatives designed to promote Congolese-owned mining companies and increase local participation in the sector.
Environmental protection measures in mining regions were also discussed, with the minister reaffirming the government’s commitment to sustainable development and responsible resource extraction.
Sensitive mining issues addressed
During the parliamentary debate, lawmakers raised several sensitive issues affecting the mining sector.
Topics discussed included:
- Oversight and control of cobalt exports
- Allegations of pollution involving the CDM mining company
- The state of mining activities in the territories of Shabunda and Mwenga in South Kivu
The minister provided clarifications on each issue and responded to questions from members of parliament regarding government actions and regulatory measures.
Lawmakers commend responses
At the conclusion of the session, several national deputies praised the quality and detail of the minister’s responses, as well as the reforms being implemented to create a more transparent, accountable, and value-driven mining sector.
The reforms form part of the broader vision of President Félix Antoine Tshisekedi Tshilombo, which seeks to position the mining industry as a key driver of economic growth, industrial development, and long-term sustainability in the DRC.
