ARSP Publishes Subcontracting Statistics for 2023–2025, Highlighting Growth of Congolese SMEs

DRC ARSP Releases 2023–2025 Subcontracting Data Showing Rising SME Participation and Job Creation Growth

The Regulatory Authority for Subcontracting in the Private Sector (ARSP) has announced the publication of detailed statistics on subcontracting contracts executed between 2023 and 2025.

The data has been made available on the authority’s official website, and provides a comprehensive overview of subcontracting activity across multiple sectors in the Democratic Republic of Congo.

In a statement signed by Director General Miguel Kashal Katemb, the ARSP indicated that the published figures outline all contracts declared by eligible subcontractors during the three-year period, as well as the main contractors who awarded these contracts.

The report also includes revenue generated through subcontracting activities over the same timeframe.

According to the ARSP, the data reflects the gradual and steady emergence of Congolese small and medium-sized enterprises (SMEs) within the national private sector value chain, particularly in industries linked to mining, construction, logistics, and services.

Strengthening Transparency and Monitoring

The authority further announced that, in the coming days, it will introduce a new mandatory monitoring mechanism to track job creation linked to subcontracting activities in the private sector.

This system will be implemented through an official regulatory decision that will be published shortly.

The ARSP stated that the initiative is aimed at improving accountability and ensuring that subcontracting activities generate measurable socio-economic benefits, particularly in terms of employment creation.

Commitment to National Development Goals

The publication of subcontracting statistics is presented by the regulator as part of its broader commitment to transparency and good governance in the private sector.

It also reflects efforts by the ARSP management to strengthen oversight and improve access to reliable economic data for stakeholders.

The authority emphasized that these reforms align with the national development vision of President Félix-Antoine Tshisekedi Tshilombo, particularly in relation to job creation, local enterprise development, and increased participation of Congolese businesses in major economic activities.

Through these measures, the ARSP aims to reinforce the role of SMEs in driving inclusive economic growth and ensuring that subcontracting opportunities contribute more effectively to national development objectives.
