China to Collaborate with African States for Enhanced Development Strategies
China is ready to support Africa in strengthening the articulation of their development strategies.
Within the framework of the Belt and Road Initiative and the Forum on China-Africa Cooperation (FOCAC) and in synergy with the AU Agenda 2063, China will strengthen dialogue and communication with the Africa at different levels and will support African integration institutions like the AfCFTA Secretariat, the Pan-African Payment and Settlement System and the African Broadcasting Union in establishing cooperation mechanisms with China.
These are the assurances given by Chinese President Xi Jiping in his speech at the 15th BRICS summit held from August 22 to 24, 2023 in South Africa.
Based on his three proposals, the Chinese President continues to support Africa’s efforts to speak with one voice in international affairs and enhance its international standing.

Based on his three proposals, the Chinese President continues to support Africa’s efforts to speak with one voice in international affairs and enhance its international standing.
These three proposals focus in particular on:
1° the Initiative for the support of the industrialization of Africa by China.
It will do so by mobilizing resources from its cooperation with Africa and Chinese enterprise initiative to support the development of the manufacturing sector and the realization of the continent’s industrialization and economic diversification.
It will also work in the implementation of the “nine programs” of the FCSA in order to direct resources in terms of aid, investment and financing towards industrialization projects.
2° the Assistance Program for the Modernization of Agriculture in Africa which will be launched by China. This will enable it to support Africa in the extension of its cereal crops, encourage Chinese companies to increase their investments in agriculture in Africa and strengthen cooperation on agricultural technologies, including those related to seeds. This, in order to contribute to the transformation and upgrading of agriculture in Africa.
3° The Sino-African Cooperation Plan for Talent Development to be launched by China. It plans to train 500 high-performing vocational school principals and teachers each year for Africa as well as 10,000 talents who master Chinese language and vocational skills.
China intends to invite 20,000 government officials and technical professionals from African countries to seminars or forums to support African capacity building in science, education and innovation.
Also, China will implement the Cooperation Program between 100 Chinese and African higher education institutions and launch 10 pilot projects between Chinese and African partner research institutes.
President Xi Jiping concluded his message by announcing the next FOCAC conference in 2024. It will take place in China. This will be a new opportunity for China and Africa to come together and consider future development, President Xi Jiping insisted.
