HUAWEI SA ready to receive the list of subcontractors recommended by the ARSP
After consultation with the Director General of the Regulatory Authority for Subcontracting in the Private Sector (ARSP), Miguel Kashal Katemb, the HUAWEI company agrees to give market opportunities to eligible companies based on the recommendations made by the ‘ARSP.
The announcement was made by the Director General of ARSP. This is one of the results of the control carried out by the ARSP in companies which continues to produce positive effects in different sectors of activity.
For the ARSP, this measure is a huge step forward in the promotion of the true Congolese middle class according to the vision of Head of State Félix-Antoine Tshisekedi.
“I believe that with a technical exchange with the ARSP team in a very effective manner, we will soon have good conclusions in order to comply with the law on subcontracting in this country,” said the official. from the HUAWEI company.
The Director General of ARSP believes that this is good news after the expiration of the moratorium given to companies to comply with the rules applicable to subcontracting.
“Already, there has been a 60-day moratorium since last year in telecommunications which we gave to all non-eligible subcontracting companies to be able to comply. And it was the very first decision, after the popularization campaign on the law on subcontracting.
Today, we are more than 60 days away, we are heading towards 10 months. This means that companies which have not complied with the law on subcontracting, all their contracts will be void unconditionally and with immediate effect because the deadline has been largely exceeded. » he insisted.
And to add that exceeding the given deadline without complying with the law proves that these economic operators do not want to work in partnership with the Congolese.
“And those who don’t want that to develop the value chain, I think there are no laws without restrictive measures. We are going to force them to be able to be in order and we are going to apply article 28 which gives us the power to sanction and this will serve as an example to others. », concluded the Director General of the ARSP.
Remember that since April 2024, the ARSP has started with its policy of recommending eligible subcontractors to main companies in order to execute different contracts.
