Miguel Kashal Presents ARSP Reform Achievements During Lubumbashi Forum

ARSP Highlights Three Years of Subcontracting Reforms and SME Growth in Haut-Katanga

During a public forum held at the June 30 Building in Lubumbashi, Miguel Kashal, Director General of the Regulatory Authority for Subcontracting in the Private Sector (ARSP), presented the results of three years of reforms in the subcontracting sector.

The event brought together representatives from the six territories of Haut-Katanga, political and administrative authorities, business leaders, subcontractors, and members of the Katanga community.

During his presentation, Miguel Kashal shared detailed performance data covering the 2023, 2024, and 2025 financial years, highlighting progress achieved through ARSP reforms.

Addressing participants, the ARSP Director General referred to the May 6 press conference held by President Félix Tshisekedi.

He stated that the Head of State’s vision is aimed at putting the country back on the path of economic recovery and sustainable development, with a strong focus on future generations.

Several subcontractors present at the forum testified to the positive impact of the reforms on Congolese small and medium-sized enterprises (SMEs).

According to participants, the measures implemented by ARSP have contributed to the creation of thousands of jobs and increased opportunities for local businesses.

Business owners and subcontractors also emphasized that the reforms are gradually transforming the subcontracting sector by strengthening the participation of Congolese companies in the national economy.

At the close of the forum, Bishop Paulin Mwewa expressed support from revival churches for initiatives aimed at constitutional change, citing satisfaction with the impact of the Head of State’s policies in the subcontracting sector and their contribution to Congolese society.
