Zambia Energy Sector 2026: ERB Approves 32 Licences, K4.5 Billion Investment in Solar, Fuel Stations and Infrastructure

The Energy Regulation Board (ERB) has approved 32 new energy licences, 16 construction permits, and multiple licence amendments, unlocking investment commitments worth approximately K4.5 billion (US$253 million) for energy infrastructure and service delivery in Zambia.

Speaking during a media briefing on Thursday, ERB Public Relations Manager Namukolo Kasumpa said the approvals covered the electricity, renewable energy and downstream petroleum sectors, reflecting continued expansion across the country’s energy value chain.

She said the decisions were made during a Licensing Committee meeting held on 15 June 2026 and demonstrate sustained investor confidence in Zambia’s energy sector.

According to the ERB, the approvals also highlight the effectiveness of the country’s regulatory framework in supporting compliant and sustainable investment.

In the downstream petroleum sector, the ERB authorised the construction of 12 new fuel retail service stations and approved the commissioning of four additional stations alongside one petroleum storage facility.

Kasumpa said these developments are expected to expand access to fuel infrastructure nationwide, improve distribution efficiency and strengthen compliance within the petroleum retail network.

The Board also approved the registration of 76 petroleum transport fuel tankers. This, she noted, will enhance logistics capacity, improve supply chain reliability and strengthen national fuel distribution systems.

In the renewable energy sector, the ERB granted a licence for photovoltaic power generation and approved the construction of four solar power plants with a combined capacity of 126 megawatts peak (MWp).

Kasumpa said the projects align with Zambia’s broader energy policy objectives, particularly efforts to diversify the national energy mix and expand access to cleaner, more sustainable electricity sources.

All licences and permits were issued under the Energy Regulation Act No. 12 of 2019, ensuring full compliance with national regulatory requirements.

The ERB reaffirmed its commitment to regulating the energy sector in the public interest, with an emphasis on operational efficiency, consumer protection, regulatory compliance and long-term energy security.

Kasumpa said the approvals reflect the regulator’s ongoing efforts to facilitate investment while ensuring that growth in the energy sector remains structured, transparent and sustainable.
