ARSP Advances Digital Subcontracting Reform and Engages Lualaba Entrepreneurs
DRC’s ARSP Promotes Digital Subcontracting Certificate System and Strengthens Support for Local Businesses in Lualaba
The Regulatory Authority for Subcontracting in the Private Sector (ARSP) has begun implementing the new digital subcontracting certificate system as part of efforts to modernise services, simplify procedures, and increase opportunities for Congolese businesses.
ARSP Director General Juan Ted Belesgayi met with entrepreneurs from Lualaba Province on July 21, 2026, in Kolwezi to present the new electronic certification process and discuss challenges affecting subcontractors operating in the province.
The engagement had two main objectives: to explain the transition to a fully digital subcontracting certificate system and to create a platform for open discussions between ARSP leadership and economic operators on the concerns facing local companies.
During the meeting, ARSP Director of Operations Mr Nyembo explained the benefits of the new electronic certificate, highlighting that the system is designed to reduce administrative procedures, shorten processing times, and improve efficiency within the institution.
A demonstration showing the registration process, application review stages, and issuance of the digital certificate was presented to entrepreneurs to help them better understand the new system.
The reform has already received positive feedback from some of the first beneficiaries. Two entrepreneurs shared their experiences, explaining that the new process was faster and more efficient compared with the previous system, which required lengthy administrative procedures.
Beyond the digital transformation initiative, the ARSP Director General used the meeting as an opportunity to listen to the challenges affecting subcontractors in Lualaba, a province at the heart of the DRC’s mining industry.
Representatives of subcontractor associations raised several concerns, including limited access to supply opportunities, difficulties in securing contracts with major mining companies, and challenges competing in strategic areas of the value chain.
Some entrepreneurs highlighted difficulties faced by local companies seeking to supply mining equipment and materials, including pipes and industrial inputs, where access to major markets remains limited.
The provincial leadership of the Federation of Enterprises of Congo (FEC) also presented recommendations aimed at improving the business environment and strengthening the participation of Congolese companies in the subcontracting sector.
Responding to the concerns, Juan Ted Belesgayi reaffirmed ARSP’s commitment to transparency, dialogue, and results-based governance. He encouraged Congolese entrepreneurs to improve their competitiveness through stronger financial management, better cost control, and long-term business planning.
He urged local companies to focus on building sustainable businesses rather than short-term gains, emphasising the importance of reinvesting profits, improving operational efficiency, and developing professional management systems.
The ARSP Director General also called on Congolese entrepreneurs to organise themselves better to compete effectively with established players and take advantage of opportunities created through the country’s subcontracting regulations.
The meeting concluded with the presentation of a memorandum from subcontractors outlining key challenges and recommendations for improving the implementation of the subcontracting law and increasing the participation of Congolese-owned companies in the economy.
The engagement reflects ARSP’s renewed approach of working closely with private sector players to address challenges, strengthen local content, and support the emergence of a stronger Congolese entrepreneurial class.
