DRC’s Ministry of Finance Responds to Allegations Regarding Retrocession Payments

The Ministry of Finance has refuted claims made by the National Intersyndicale of Public Administration (INAP) regarding the non-payment of retrocessions owed to financial authorities.

In a press release received by ACTUALITE.CD on Sunday, March 10, the Ministry clarified that no authorization files are pending in its office.

According to the press release, retrocessions owed to financial authorities are typically paid in the month following the one to which they relate.

The Ministry stated that retrocessions up to November 2023 have been fully paid, with the last disbursement made on February 16, 2024. It was emphasized that there are no outstanding payment authorization files at the Ministry’s office.

Regarding the payments for December 2023 and January 2024, the Ministry explained that the scheduling for December has been completed, and payment documents are awaiting settlement at the Central Bank of Congo.

However, for January 2024, reconciliation of revenue figures between one financial authority and the Central Bank of Congo has not yet been achieved, causing a delay. The Ministry assured that instructions have been issued to resolve the situation promptly.

The Ministry attributed the delay in payments to the late reconciliation of figures between relevant services and authorities, as well as the mechanization of the 2024 Finance Law, resulting in the closure of the public expenditure chain in January. It was clarified that at no point were retrocession payment files left pending in the Minister of Finance’s office.

In conclusion, the Ministry emphasized that the retrocession payment file was handled promptly and that the message from INAP does not accurately reflect the situation.

The Ministry believes that the allegations are aimed at tarnishing the image of the Minister of Finance for undisclosed reasons.
